It was late at night, so this post probably wasn't the greatest/most coherent .. but changing the page file minimum and maximum setting to Recommended definitely seems to have made a substantial and noticeable difference, and I've now had a few confirmations from others. Still tinkering, but this is easily the best change you can make to improve OOBE.

I could rebutt a number of points here, but I'm not keen to get into a deep discussion with this, Peter. What you've highlighted could form part of a BYOD solution, but it simply doesn't cover all the complexities (and there's some incorrect assumptions there, too). But this post is not arguing the merits of BYOD - for or against - so there's little to be gained by a deep discussion of it in the comments. Let's leave it here for now.
